Once a PCB transformer begins leaking, it must be marked and inspected regularly to make sure the leak hasn’t increased. While waiting for repairs to the source of leakage to take place, the transformer should remain out of service and all leakages must be cleaned up as quickly as possible. In addition, an inspector must notify the National Response Center within 48 hours after discovering such an instance of PCB transformer leakage.
Inspection results also revealed that several oil-filled equipment items were improperly labeled and stored, prompting REHS to ensure all oil-filled equipment is drained of its oil before being stored in secondary containment and sampled prior to disposal.
REHS may request that the 50 ppm requirement for retrofill oil be dropped as data shows temperature has no discernable impact on PCB concentration levels in retrofilled oil.
